Briefing: Vulnerable Families Purchasing Coal to Receive Compensation of up to UZS 600,000
Publication date: 15.10.2026 16:15:36In 2026, Uzbekcoal Joint Stock Company plans to produce 5.7 million tonnes of coal and supply 7 million tonnes to consumers. Of this volume, 1.53 million tonnes will be allocated to meet household needs.
This was announced on October 15 at a briefing held at the Media Content Production Centre by Alisher Kochimov, Deputy Head of the Marketing and Product Supply Department of Uzbekcoal JSC.
As of October 15, the company had offered 476,445 tonnes of coal for sale through the trading platform of the Uzbekistan Republican Commodity Exchange designated for household consumers. Entrepreneurs had purchased 319,850 tonnes. Under the relevant contracts, 48,127 tonnes of coal had been dispatched from the mines, of which 30,532 tonnes had been received by the purchasers. The volume of coal sold to households through the mycoal.uz platform amounted to 19,185 tonnes.
Particular attention is also being paid to coal quality. Mining and sorting processes are being improved, and measures are being taken to ensure that consumers receive products that meet the required standards.
A new procedure for supplying coal to the population was introduced pursuant to Resolution No. 418 of the Cabinet of Ministers of the Republic of Uzbekistan dated July 30, 2026. Its main objectives are to promote competition in the coal market, give consumers a wider choice, and support families in need.
To date, regional administrations (hokimiyats) have compiled a list of 81 business entities that will supply coal. At least three suppliers are expected to operate in each region, allowing consumers to compare prices and service conditions and choose the supplier that best meets their needs.
As highlighted at the briefing, under the new system, Uzbekugol JSC is responsible for coal production, placing coal on exchange trading platforms, and dispatching purchased coal from the mines. Regional administrations assess local demand and coordinate supplies, while private businesses are responsible for storing, transporting, and delivering coal to consumers.
Citizens can order coal through the interactive mycoal.uz portal and its mobile application. These platforms allow consumers to review available offers in their region and select a supplier based on price and quality.
One of the key measures established by Resolution No. 418 is the payment of compensation to families included in the Social Register to help cover the cost of purchasing coal.
Under the compensation scheme, eligible families receive UZS 300,000 for each tonne of coal purchased through the portal or mobile application. The total compensation payable to one family in a calendar year is capped at UZS 600,000. Accordingly, a family purchasing one tonne of coal can receive UZS 300,000, while a family purchasing two or more tonnes can receive up to UZS 600,000.
This support measure will remain in effect during 2026–2027 and is available exclusively to families included in the Social Register that purchase coal through mycoal.uz.
No separate application is required to receive compensation. Purchase information is automatically transmitted to the relevant information system. The National Agency for Social Protection verifies whether a family is included in the Social Register and prepares the list of eligible recipients.
Funds are allocated between the 4th and 27th of the month following the month in which compensation is awarded. Halk Bank transfers the funds to the family’s social or bank payment card between the 5th and 27th of the payment month.
The briefing also emphasized the importance of protecting consumer rights. If problems arise concerning coal quality, quantity, pricing, or delivery times, consumers may contact the supplier or their local administration. Complaints regarding unjustified price increases or excessive markups may be submitted to the Committee for the Development of Competition and Protection of Consumer Rights.
In conclusion, efforts to ensure a stable coal supply for households during the autumn-winter season of 2026–2027, expand consumer choice, and support families included in the Social Register through compensation payments will continue.
